Woodbury's fashionable gown-salon on Fifth Avenue is about to take bankruptcy. An unemployed showgirl, Connie Curtiss, tell's the store's press agent, Tommy Shaw, that more girls would buy and wear Woodbury's styles if the prices weren't so high. Tommy sells store-owner C. J. Woodbury on the idea of installing a new line of low-priced apparel. Over the objections of Woodbury's starchy secretary, Minerva, and his own secretary, Miss Lansdale, Tommy starts a publicity campaign with Connie as "Miss Manhattan", and has her wear the new styles at various gathering places around New York City. Tommy gets his newspaper-columnist friend, Ted Carter, to help stage a style show for working girls. A fee complications arise from that.
