A supernatural battle for souls plays out on the streets with lots of guns and knives.

In the City of Angels, the ruthless mercenary Max is hired by a pair of local cops to eliminate an evil cult. Their police force has lost 30 people to them - some died, others became disloyal and joined the dark side. Cult devotees are called Oni and are controlled by the Devil incarnate, Legion. The reward for Max succeeding is a bundle of drug money that the two police officers "borrowed". Max agrees to take on the task. Assisting him are Carmen and George. Max is strictly in for the money. He has been given an ancient book that the cult needs to open up a gateway and allow evil forces to take over the world. He plans to sell the book to add to his take. The sale goes awry in an opium den. The book is snatched away from him. During the fierce gun battle that ensues, both Carmen and George are possessed. It seems, once a demon is killed, it can enter a new innocent soul and convert it to another demon. Max escapes being repossessed. His efforts have not gone unnoticed. He is joined by two others who will help him try to continue exterminating the clan. One is a surviving Knights Templar called Cain who has been fighting Legion for centuries. The other is a Japanese ninja assassin named Ryu who seeks atonement for past deeds. The trio do their best to penetrate the defenses of the cult, getting some assistance from a Buddhist priest. The priest's efforts fail; he is found slain. The trio return to the opium den set on facing down Legion. They feel that a sacrifice may be needed to succeed. Max volunteers since he claims he has no soul. He lost it when he was dead for twenty minutes and then revived.
