After World War II, a Los Angeles crime ring uses a complex scheme, involving a freight ship, a junkie, and a corrupt health officer, to smuggle drugs into the USA.

A criminal named Jordan has devised a detailed but at the same time simple plan involving four accomplices to rob a transpacific freighter soon to dock in the Port of Los Angeles of $250,000 worth of medical grade therapeutics - military surplus. Having gone through test runs, Jordan has filmed a successful trial to show businessman Harry Quantro to convince him to finance the plot for a cut of the take, most of the money going toward buying the services of the accomplices. While Jordan is up front that he has kept some key information to himself to prevent Quantro from squeezing him out, and is placing himself in the last accomplice position, Quantro, on advice from his girlfriend Paula, does agree to be the investor only on the condition that he insert one of his own people into another of those accomplice positions, that person being Paula herself. The question then becomes even with these safeguards whether this best laid plan will work in the one and only real life chance they have to carry it out, namely when the freighter is going through its quarantine as it enters port.
