A young married couple, Loretta Martin (Rochelle Hudson) ans Joe Martin (Edward Norris),take refuge from a rainstorm in an abandoned country house used by kidnappers, who are holding a kidnapped baby for ransom. Pitch (Bruce Cabot),the toughest gangster, wants to kill the intruders but the more civilized of the gang, Tobey (Cesar Romero),stops him.

The title refers to the government's plan at the time for putting an end to a lucrative racket, kidnapping. When Hudson and Norris enter a country house to get out of the rain it turns out to be a kidnapper hideout.
